Duties and functions of the Ministry

1. The main tasks of the Ministry are:

— pursue a unified state scientific and technical policy in the field of engineering and technical surveys for urban planning and construction, increase labor productivity, reduce the cost of construction and installation works, introduce energy-efficient and energy-saving innovative projects and solutions in construction activities that ensure the rational use of resources;

- organize the development and approval of general schemes for the resettlement of the population on the territory of the republic, district planning schemes for the Republic of Karakalpakstan, regions, the city of Tashkent, districts, cities, master plans for settlements and other urban planning documents, monitoring their implementation;

– preparation of proposals on the main directions of state policy in the field of urban planning, development of long-term and medium-term state programs for the development of architectural and construction activities, participation in the preparation of sectoral and regional programs for the socio-economic development of regions;

– coordination of design work and construction activities, improving the efficiency of design and survey organizations and expanding regional networks, organizing the development of individual, standard, serial and experimental projects and design solutions, expertise of urban planning documentation;

– further improvement and updating of the regulatory framework for urban planning and urban planning activities, coordination of the development of departmental building codes and regulations, standardization work in the field of design, construction, production of building materials and products;

- support the training of qualified personnel in the field of architecture, design and construction, radically improve the level and quality of the educational process in specialized educational institutions, retrain and improve the skills of designers and specialists in the field of construction, including in leading research institutions abroad.

2. The Ministry performs the following functions in accordance with the tasks assigned to it:

a) pursue a unified state scientific and technical policy in the field of engineering and technical surveys for urban planning and construction, increase labor productivity, reduce the cost of construction and installation works, introduce energy-efficient and energy-saving innovative projects and solutions in construction activities that ensure the rational use of resources:

- pursues a unified state scientific and technical policy in the field of urban planning, urban planning activities and engineering surveys for construction, forms and replenishes the state fund of integrated engineering surveys for capital construction;

– introduces energy-efficient and energy-saving innovative projects, solutions, building materials, modern building technologies and innovative projects into construction activities;

— coordinates the activities of contractors and controls their activities;

– organizes the activities of scientific and technical councils for the optimal solution of the problems of scientific and technical development in the field of urban planning and capital construction;

— will contribute to the deepening of reforms in capital construction and the development of the market for contract work;

- introduces a system of indicators reflecting the criteria and mechanism for evaluating design and construction organizations;

– increases labor productivity through the introduction of new methods, technologies and mechanisms in the field of construction;

- together with the ministries concerned, establishes constant control over the construction of facilities financed from centralized capital investments, preventing artificial price increases;

– introduces advanced technologies into the construction industry, ensuring a reduction in the cost of construction and rational use of resources;

– carries out international scientific, technical and economic cooperation with foreign countries and organizations on the application of technologies for construction and installation works;

— coordinates the activities of consulting centers for tenders;

b) organizing the development and approval of general schemes for the resettlement of the population on the territory of the republic, planning schemes for the Republic of Karakalpakstan, regions, the city of Tashkent, districts, urban districts, master plans for settlements and other urban planning documents, control over their implementation:

- ensures the development of a master plan for the resettlement of the population on the territory of the Republic of Uzbekistan, the development of planning plans for the territory of the Republic of Karakalpakstan, regions (groups of districts) and urban planning documents for separately regulated objects of urban planning activities of national importance, as well as the organization of research work in the field of urban planning activities;

- cities, urban settlements approves plans and projects of general planning of the city of Tashkent, regional centers and central parts of cities of cultural and historical significance, with the exception of master plans of cities, the approval of which is under the jurisdiction of the Cabinet of Ministers;

– performs the functions of a customer in the field of urban planning, research work, development of urban planning documentation for regional development and development planning;

- submits proposals to the Cabinet of Ministers on establishing the boundaries of separately regulated objects of urban planning activities of national importance;

- controls the implementation of urban planning documents and the state urban cadastre;

- ensures the full use of projects of the architectural and planning organization of the master plans of settlements, villages (villages) in terms of the architectural and planning solution, by posting their open graphic part on the website of the Ministry of Construction of the Republic of Uzbekistan;

c) in the field of preparing proposals on the main directions of state policy in the field of urban planning, developing long-term and medium-term state programs for the development of architectural and construction activities, participating in the preparation of sectoral and regional programs for the socio-economic development of regions:

- prepares proposals on the main directions of state policy in the field of urban planning and urban planning activities;

– participates in the development of long-term and medium-term state programs for the development of architecture and construction activities, as well as in the preparation of sectoral and regional programs for the socio-economic development of regions;

— participates in the definition of priority tasks for the development of urban planning activities;

– participates in the development and implementation of urban planning sections of the target programs of the republic, forecasts of socio-economic development on issues within its competence;

- regularly informs the population about urban development activities;

– cooperates with foreign countries, international and foreign organizations in the field of urban planning activities within its powers;

g) coordination of design work and construction activities, improving the efficiency of design and survey organizations and expanding regional networks, organizing the development of individual, standard, serial and experimental projects and design solutions, in the field of expertise of urban planning documentation:

– creates new concepts in the field of design and construction;

— coordinates design work and construction work;

– organizes the development of individual, standard, serial and experimental projects and design solutions;

- controls, conducts inspections, summarizes their results, and also takes measures aimed at improving the activities of leading design and research organizations;

- organizes the study of reports and information materials, statistical and other data on design organizations and the results of their activities;

— analyzes work plans and business plans of leading design organizations and takes measures to improve the planning of their activities;

– increases the efficiency of design and research organizations;

— takes measures to expand regional networks of design and research organizations that meet modern requirements;

— exercises control over compliance with license requirements and conditions within its powers;

- gives written instructions to be followed in order to eliminate the deficiencies identified in connection with the results of the study;

- ensures the development of measures to increase the role and responsibility of author's control over the execution of urban planning documentation;

— conducts an examination of urban planning documentation;

– issues licenses for the implementation of certain types of urban planning activities in accordance with the procedure established by law;

- takes measures to suspend or terminate the validity of licenses issued in accordance with the procedure established by law;

– creates a centralized database filled with information on the fulfillment by licensees of license requirements and conditions;

d) in the field of further improvement and updating of the regulatory framework for urban planning and urban planning activities, coordinating the development of departmental building codes and regulations, carrying out standardization work in the field of design, construction, production of building materials and products:

– organizes the development of regulatory legal documents in the field of urban planning, as well as draft regulatory documents in the field of technical regulation within its powers;

– ensures the development and approval of urban planning norms and rules in the field of urban planning and urban planning activities, and will also be the customer for their development in the appropriate manner;

– forms a database of construction industry enterprises and other participants in investment activities, as well as an information base of information on building materials, structures and products;

— systematically organizes the revision of the regulatory framework in the field of capital construction in accordance with international standards that provide for the introduction of market relations;

– organizes, coordinates and provides standardization work in the field of construction, construction industry, including design and construction;

— participates in the formation of the state fund of normative documents in the field of technical regulation;

– ensures the performance of works in the field of technical regulation related to the mandatory safety requirements for products, works and services in urban planning;

– carries out state regulation in the field of conformity assessment in the field of application, production and sale of building materials in the urban planning system, as well as in the manner prescribed by law;

— approves special technical regulations, makes changes and additions to them, and also cancels these regulations;

– Coordinates the activities of the Uzsanoatkurilishmateriallari association in terms of deep processing of local raw materials, increasing production volumes and expanding the range of locally competitive, export-oriented building materials, as well as developing program measures to meet domestic demand for new types of high-quality building materials;

e) training of qualified personnel in the field of architecture, design and construction, a radical increase in the level and quality of the educational process in specialized educational institutions, providing retraining and advanced training for designers and specialists in the field of construction, including leading research institutions abroad:

– provides support for the training of qualified personnel in the field of architecture, design and construction on a systematic basis;

– coordinates the activities of specialized higher educational institutions and professional colleges, and also interacts on the organization of work practice during the educational process;

– provides practical assistance in providing educational and methodological documents, educational literature, taking into account the development trends in urban development and foreign experience in training specialists, and also takes a direct part in the development of qualification requirements;

– takes a direct part in the formation of highly qualified teaching staff, attracting leading foreign specialists and experts in the field of urban planning to the educational process, developing and implementing short-term training programs, taking into account the introduction of modern methods and technologies;

- submits to the authorized body in the prescribed manner proposals on quotas for the admission of students to specialized higher educational institutions and professional colleges. It studies the demand for specialists in the field of construction, and also makes proposals for new modern specialties;

- identifies scholarship holders of the Ministry, including talented students of specialized higher educational institutions and students of professional colleges, encouraged by the fund to support the activities of the Ministry;

– organizes republican examinations of professional skills in construction specialties among students of professional colleges, competitions for authors of national architectural projects and awards winners;

– organizes on-site classes at construction sites in order to form students' theoretical knowledge and practical skills;

– takes measures to improve the efficiency of practical training, promotes the direction of graduates of specialized universities and professional colleges to design institutes and construction organizations for internships, assigns them to experienced specialists;

– organizes lectures by experienced specialists from leading design organizations and large construction organizations in specialized universities and professional colleges;

– improves the qualifications of designers and specialists in the field of construction and organizes their retraining, including in leading research institutions abroad;

– participates in the final state certification in specialized educational institutions, helps to conduct professional practical exams for educational institutions on the basis of modern construction and contracting organizations;

– improves the qualifications of designers and construction specialists on an ongoing basis and organizes their training.

- The Ministry performs other functions in accordance with the legislation.

3. The Ministry solves the tasks and functions assigned to it directly, as well as through the structural and territorial subdivisions included in its system.
